Accomplishments

• Assisted legislators in drafting legislation to create a new accountability system for higher education, restructure the PROMISE scholarship program (twice) and create the Research Trust Fund.
• Drafted grant proposals for U.S. Department of Labor State Energy Sector Partnership that garnered $6,000,000 for WorkForceWV and U.S. Department of Education Fund for the Improvement of Postsecondary Education that garnered $635,000 for West Virginia Community and Technical College System.
• Drafted numerous higher education rules, including rule on rules, accountability system rule and higher grant program rule.
• Drafted appellate briefs in Vandevender v. Sheetz, 490 S.E.2d 678 (W. Va. 1997), which produced a $466,000 reduction in a jury’s punitive damage award.
